Under general supervision performs work of moderate difficulty in Geographic Information Systems (GIS) management including design, maintenance, data analysis and interpretation and modeling support; performs related work as assigned.

The GIS Analyst participates in the long-term development and enhancement of GIS information technology to meet Coconino County mapping and end user service objectives. The position will be required to develop geospatial data, produce maps, reports and analyses, perform GIS modeling duties, and provide expertise, support, and guidance to County staff.

The GIS analyst is a journey-level professional class recurring the application of a body of GIS theory and principles. The GIS Analyst completes  standard professional level work assignments or projects. The position's duties require interacting with multiple internal and/or external individuals to meet County work requirements and objectives. The incumbent must have sufficient job content knowledge in the functional area to ensure County standards are met.

GIS Analysts independently perform reasonable analytical work in support of the Coconino County Geographic information System and other management goals and objectives. Assignments are typically received in terms of expected outcomes and incumbents are expected to act independently to develop required information, including selecting approach and analytical techniques, and to provide sound analyses a and recommendations. Assigned projects may include analysis, application development, database design or other areas specific to the assignment.

Typical Duties:

* Develops, designs, maintains, implements updates and manages integrated GIS systems * Receives, reviews, analyzes and converts various maps, parcel records and engineering documents into integrated system * Utilizes scripting languages to create GIS models * Utilizes various software and extensions to perform complex GIS analysis * Meets with users to develop and perform system analysis of geographic information requirements * Researches new technologies and methodologies for automation of GIS solutions * May provide training or instruction to other County employees on GIS applications and practices * supports users of GIS desktop systems by troubleshooting system problems, installations of systems and configuration * Coordinates special projects and/or graphics for presentations in support of the GIS system including addition of new data layers * Creates maps displaying different themes to meet specific needs * Maintains system integrity and security * Other IT duties as assigned to include software and hardware implementations, maintenance and end-user support

Essential functions include walking to various county departments; sitting and using repetitive hand-wrist motion for data analysis and computer work; working around and with other staff and county departments; communicating in ordinary conversation and technical presentations.

Minimum Qualifications:

Bachelor's degree in geography, urban planning, environmental science, or related field, and two years of progressively responsible experience with Geographical Information Systems, programming, systems analysis, or integration and management, or any equivalent combination of education, training and experience that demonstrates the ability to perform the duties of the position.

This position is non-exempt from overtime.

The ideal candidate should be a detail oriented self-starter capable of working independently as well as in a team environment. The GIS Analyst will regularly interact with staff, external agencies, contractors and citizens in conveying technical information; therefore, a person in this position must be able to deal courteously and effectively with fellow employees and citizens.

Note: The pay rate listed is starting pay. The full salary is $48,271 - $70,986 annual equivalent.

Knowledge, Skills and Abilities:

* Considerable knowledge of:
- Environmental Systems Research Institute (ESRI), Geographic Information Systems (GIS) applications, and GIS data organization
- Infrastructure asset management practices and concepts
- Cartography and surveying techniques, including COGO skills
- GIS analysis and geoprocessing tools, including Model Builder and Python scripting
- How to apply GIS concepts and current trends, including but not limited to ArcGIS Online
- Planning and organizing completion of highly detailed work to meet project schedules

* Working knowledge of:
- Governmental budgeting and purchasing policies
- Network design and administration
- Cartographic principles and methods

* Ability to:
- Design and edit integrated GIS systems, performing complex editing tasks using tools from the ArcGIS Desktop suite of tools
- Create maps and map layers and perform their ongoing maintenance
- Use versioned and replicated SQL Server geodatabases (2012);
- Compile, integrate, and analyze spatial and non-spatial data from multiple sources. Develop and maintain data migration processes between the GIS and various City and County computer systems as needed
- Perform complex cadastral and GIS data maintenance, manipulation, analysis, and extraction
- Perform data research, investigation and verification
- Develop and maintain appropriate documentation for workflow processes. Document and file data sources and map files for future reference
- Respond to requests from the public for mapping requests
- Respond to emergency mapping and information requests
- Collect data and implement using mobile devices, including education and training
- Overall GIS development and maintenance including geodatabases and web server applications
- Prepare and maintain complex reports and records
- Establish quality control procedures and techniques to ensure the validity and accuracy of County GIS data layers; including the use of topology tools
- Work closely with end users to identify GIS requirements, technical issues, and solutions using research and analytical skills
- Be recognized as the Subject Matter Expert (SME), and as such provides direction and assists users with their GIS data and project needs
- Attend meetings to provide insight into GIS data and associated capabilities
- Evaluate existing business processes, and recommend GIS technology solutions to automate workflows
- Establish and maintain effective working relationships with other departments, supervisors, and the public; work in a team environment to help solve complex problems
- Develop effective interpersonal skills using tact, patience, and courtesy to demonstrate excellent customer service;
- Work independently with limited direct supervision and make decisions within guidelines
