JOB INFORMATION

The GIS Specialist II will be responsible for building and administrating tools and datasets in support of the GIS/IS organizational infrastructure and its users. Develops, administrates and manages datasets that support Enterprise GIS and other project needs. The position will assist in the development and adherence of standards that will ensure the creation, administration and use of the most current and best quality data across the Department and to also assist in the development of Statewide, GIS-based habitat models, tools, and geospatial infrastructure for wildlife and wildlife habitat, particularly species of greatest conservation need (SGCN).  Provides, collects, administers, analyzes, and distributes geospatial data and maps, data modeling, technical support, and other activities related to wildlife management.  

Provides GIS support in the forms of geospatial analysis, web map design and implementation, and both mobile- and browser-based data application support to multiple projects as needed through coordination with project leads and the GIS Program Supervisor.  May lead or participate on intra- or interagency project teams including frequent technical interaction with other Information Systems staff members requiring web maps, web map services, geospatial application implementation, spatial analysis, habitat modeling, or spatial database development assistance, guidance, or direction.  Develops complex spatial geodatabases and/or web and mobile applications and will be responsible for managing multiple projects simultaneously.  Performs other duties as assigned.  This position may supervise one or more interns or GIS Specialists I / II.  Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

The candidate must have knowledge of/in: the Department’s Esri ArcGIS enterprise GIS platform, including administration and configuration of ArcGIS Server, webmap services and applications across all platform types (desktop, mobile, web) and GIS and Web server administration, including knowledge of web design principles, practices and methodologies.  The candidate must be able to demonstrate advanced GIS analysis techniques used for analyzing ecological datasets as well as data distribution skills and technical abilities and will  have programming knowledge using Python, JavaScript and similar languages.  The candidate will have knowledge of GIS theory and concepts, including data models, error propagation, map projections, spatial data management, cartographic principles and advanced spatial analysis and   will demonstrate knowledge of fish and wildlife management techniques, the scientific method, and logical/analytical thought. 

The candidate must be skilled in documenting process and workflows through creation of standard methodology, metadata, status reports, and technical documentation, analyzing situations, evaluating alternatives, and implementing solutions, and be skilled in oral communication, report writing, project management, interpersonal skills, supervision and delegation.  The candidate will need to be skilled in managing time effectively, will be able to work both independently and as part of a team, and demonstrate positive and effective customer service to a variety of internal and external customers.

The candidate must have a Bachelor's degree in a wildlife science or closely related field, such as biology, bio-geography or geographical ecology from an accredited college or university and two years of professional experience in a wildlife research or wildlife management department or agency.  A graduate degree in a wildlife science or a closely related field such as biology, biometrics, bio-geography, or geographical ecology may substitute for the required experience.  Preference will be given to GIS Professional certified individual, or an individual with advanced education in fields relating to Geographic Information Systems (e.g. MS-GIS; certificate courses alone will not necessarily satisfy this preference).

ADDITIONAL REQUIREMENTS

Position requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
