Coconino County has an immediate opening for a GIS Analyst II, a full-time employment position based in beautiful Flagstaff, Arizona. The ideal candidate will have proven experience with development and implementation of GIS tools, add-ins, and web-based applications; provide support for the administration and configuration of ESRI's ArcSDE & ArcServer; and create customized geospatial solutions within the ArcGIS Server & Desktop environments relying heavily on application programming languages such as JavaScript, Python, VB.NET. This position will provide support to various internal and external clients, and offers daily diversity of work activities based on client needs. The candidate will be responsible for coordinating multiple projects, and must maintain high levels of professional conduct and work quality. Examples of duties may include: consulting with users to identify business needs and assisting them with software problems; developing custom software interfaces to facilitate application integration and functioning as a systems administrator; designing and implementing database solutions; designing, implementing, and debugging complex GIS centric software solutions; leading/monitoring projects to insure high quality, cost effective implementations, and providing user training and developing/editing systems documentation and instruction manuals.

Under general supervision of the GIS manager performs work of moderate difficulty in Geographic Information Systems (GIS) management including database design, maintenance, data analysis and interpretation, modeling support and application development and application development; performs related work as assigned.

• Designs, develops, programs and supports integrated GIS systems
• Provides oversight and management for large projects
• Utilizes various software and extensions to perform complex GIS analysis
• Utilizes various programming languages related to GIS to develop and customize web based and /or desktop applications
• Works closely with GIS staff and departments to understand their automation needs and prepare technical specifications and recommends options to stakeholders
• Researches new technologies and methodologies for automation of GIS solutions

Essential functions include walking to various county departments; sitting and using repetitive hand-wrist motion for data analysis and computer work; working around and with other staff and county departments; communicating in ordinary conversation and technical presentations.

 Minimum Qualifications:

Bachelor's degree in geography, urban planning, environmental science, or related field, and four years of progressively responsible experience with Geographical Information Systems, programming, systems analysis, or integration and management, or any equivalent combination of education, training and experience that demonstrates the ability to perform the duties of the position.

This position is non-exempt from overtime.

Preferences:
• Web development using HTML, CSS or JavaScript experience.
• Experience building and maintaining mapping applications using Esri or open-source technologies, including Esri's ArcGIS Online.
• Skilled with Esri GIS products including ArcGIS Version 10.x.
• Experience supporting customers with various skills levels.
• Cartographic skills and the ability to create and maintain maps and map products.
• Ability to establish and maintain effective working relationships with a variety of individuals and groups including customers in stressful situations; ability to work collaboratively with GIS and IT peers.
• Ability to communicate effectively both orally and in writing with all levels within the organization. • Experience editing data with a versioned SDE database.
• Skilled in managing and administering spatial and non-spatial data including data development and data maintenance.
• Experience installing and troubleshooting Esri GIS products.
• Experience creating and maintaining metadata in an ArcSDE environment.
• Ability to use and create automated processes using python model-builder and/or other automation tools.
• Ability to conduct public presentations, GIS training, and tutoring.
• Strong interpersonal skills and the ability to work successfully as a member of a self-directed work team and utilize the resources of other team members.
• Ability to effectively organize and prioritize work to meet deadlines and to manage multiple projects and competing priorities successfully.
• Strong complex GIS project management skills from inception through completion.

Knowledge, Skills and Abilities:

• Considerable knowledge of:

- GIS software such as: ArcIMS, ArcServer, ArcSDE, ArcGIS Desktop, 3D Analyst, Spatial Analyst
- Digitizing and data manipulation procedures for GIS; database design; computer system designs
- network concepts and testing procedures, backup and recovery procedures and security processes;
- GIS programming and customization techniques
- Application programming languages such as: Visual Studio, ASP.NET, VB, IIS, VBA, Python, web technologies including HTML, Javascript, XML
- Database knowledge to include: SQL Server (T-SQL) RBMS, MSAccess
- Statistics and spatial data analysis
- Principles and practices of the Global Positioning System (GPS)
- Communication/data transfer languages/protocols

• Working knowledge of:
- Governmental budgeting and purchasing policies
- Network design and administration
- Cartographic principles and methods

• Ability to:
- Analyze complex data and problems and recommend appropriate systemic improvements for resolution
- Acquire knowledge and keep current of new technology trends;
- Prepare and maintain complex reports and records
- Establish and maintain effective working relationships with employees other agencies and the public
